If you are refused a visa the entrance clearance officer may give you a form which will outline the reasons why your application has been refused. You will be asked to comment and you may wish to reply that you wish to consider the statements they have made over the next day(s) and that you can't comment immediately. They may record that as your response. If however you spot an obvious mistake in what they have written and you are 100% sure about it you might wish to remark on it straight away but except in these circumstances a careful consideration of their statement(s) is usually the best idea.
The refusal notice might state that you have no right of appeal but this doesn't necessarily mean you cant request a senior official at the embassy to review your case.
Ask your sponsor if he can request to see a senior official at the Embassy - for example the Consul, the Charge d'Affaires or the Ambassador. Insist on seeing them immediately but if this is ultimately not possible request an early interview date and request confirmation of this in writing. It is unwise to accept a second interview by another clearance officer of similar rank since he/she is extremely unlikely to overturn the decision of the first officer and when you request your review it will be more difficult for the senior officer to overturn a decision which has been made by one officer and subsequently upheld by another.
Try not to accept an offer to talk to a senior official by telephone. Insist on having an interview in person. A talk over the telephone is extremely unlikely to yield positive results.
Go over the refusal statements very carefully - what are the weakest of their arguments ? Make a note of these.
Also, look to see if there are any statements which infer that you are dishonest when in fact you have been totally honest. For example it might state that you have lost your passport which contained your previous refusal stamp and yet in your interview you declared your previous application. You have a right to be angry about such comments and should request an apology and a retraction. Unfortunately even comments which might in normal circumstances be considered libelous these might not be so because of laws governing diplomatic privilege. You would have to check with a lawyer about this. However an unjustified statement suggesting you are dishonest or deceitful if not based on any facts is still a very serious matter and you can say that you are determined to pursue this complaint if they do not give you a positive response. But don't try to make threats of action straight away especially without taking trustworthy legal advice first. Be firm and resolved but polite and insist on a review of the decision.
It is more likely that the statements are merely "debatable". If it says for example you have a low income but you live in Luxor be prepared to point out that the cost of living in Luxor is much lower. If you have recently changed jobs point out to them why the second job is much better than the previous one. If it states you have no compelling reason to return but your only other brother is leaving the country in two months and your parents cant walk far remind them that you consider these family circumstances compelling reasons in themselves.
Consider all your agruments carefully before seeing the senior official. At the interview do not be fooled by offers of coffee and biscuits into accepting this means he is eager to please you. He may be trying to calm you down before upholding the refusal. Be polite but very firm. Tell him you understand that it is difficult for officers to make decisions when there are so many circumstances to consider but that in your case there must have been a serious misnunderstanding. Point out very firmly but politely the weaknesses in the refusal statement. If true, say that both you and your sponsor are very unhappy about the decision and determined to continue the complaint even if it means referring the matter to the Foreign Office of the host country.
If all esle fails you could consider either making another application to the same country but with a very slim chance of a different decision or an application for a visa to another country but the visa refusal stamp in your passport could prove to be a problem.
